20.3  Dates on which Services Availability may occur

The Services Availability Date for any Station shall be the date on which an Acceptance Certificate is issued in respect of that Station, provided that if an Acceptance Certificate is issued prior to the Planned Services Availability Date for that Station, the Services Availability Date shall be the Planned Services Availability Date.
