Evidenced-based demonstration of value for money and robust assessment of costs, pricing and affordability must be provided at all Housing PFI project stages.

The Financial Proformas must be completed at EoI, OBC and FBC stages to facilitate and support cost / pricing, affordability and value for money assessments by, in the first instance local authorities, and subsequently by HCA, CLG and PRG.

Local authorities may also find it useful to use the Financial Proformas in the procurement process to assist bid development, assessment and comparison, also keeping in mind the need for their completion and provision to HCA / CLG at FBC stage.

The Templates are advisory, for local authority use where found helpful and are not required by HCA or CLG though they may  be used to support OBCs and FBCs
