Objectives

Use of the Financial Proformas is intended to help achieve the following objectives:

 assist local authorities have ownership and a high level of understanding of the financial elements of Housing PFI projects;

 facilitate and support development and establishment by local authorities of comprehensive and robust costs and pricing of their proposals;

 help local authorities ensure and demonstrate robust affordability, including with regard to risk management and mitigation, and value for money of projects;

 facilitate cost / pricing, affordability and value for money assessment of Housing PFI projects by HCA, CLG and PRG;

 provide financial information on a standard basis to the HCA for inclusion within the HCA's Housing PFI Benchmarking Database in order to assist value for money comparison with other Housing PFI and SHG funded housing projects and subsequent value for money assessment.
