Financial Proformas

The Financial Proformas include:

 1a Project Data Books for HRA PFI Housing projects

 1b Project Data Book for Non-HRA PFI Housing projects

 2a New-build Capex Cost proforma for General Needs

 2b New-build Capex Cost proforma for Supported (Extra Care / Special Needs) Housing

  2c Wider Infrastructure and Demolition proforma for HRA PFI Housing projects

 3a Affordability Summary for HRA PFI Housing projects

 3b Affordability Summary for Non-HRA PFI Housing projects

 4 Sensitivities and Scenarios proforma for Housing PFI projects

Completion and submission of the Financial Proformas is mandatory at EoI, OBC and FBC stages.

The contents of the various PFI Financial Proformas should be accurately reflected in the Project Data Book which itself will provide the basis for completion of the CLG PFI Financial Model. These should all reconcile.

The Project Data Book should inform and be a reference document for the Project Funding Strategy. (All Housing PFI projects at OBC stage must be supported by an accompanying Project Funding Strategy which should be an integral element of the OBC submission).

The Project Data Book should be provided in both Word and Excel formats. Word format is intended to assist use and ownership of financial assumptions and inputs by local authorities. Excel format is intended to provide for flexibility of wider use including for HCA benchmarking database purposes.

Local authorities may also find it useful to use the Financial Proformas in the procurement process to assist bid development, assessment and comparison of bids from individual and multiple bidders and their decision-making. This use of the proformas may help make the procurement process more efficient and contribute to a shorter procurement timescale.

Local authorities should also bear in mind that the Financial Proformas will be required to be completed and submitted to the HCA for its assessment at FBC stage. The use of the proformas during the procurement process may therefore facilitate their completion at FBC stage.
