The following assumptions are those used in the financial modelling of the project to assess the estimated Unitary Charge and affordability as at the Databook Date.

Data Book contents should reflect the contents of the associated PFI financial proformas.

All figures in Real Terms (    ) unless otherwise stated.

Please provide Treasury VfM and Optimism Bias data in similar and comparable format.

The Project Data Book should be provided in both Word and Excel formats.  Word format is intended to assist use and ownership of financial assumptions and inputs by local authorities.  Excel format is intended to provide for flexibility of wider use including for HCA benchmarking database purposes.
