The Public Private Partnerships Programme (4ps) was established by the Local Government Association to assist Local Authorities, and potential private sector partners, to develop, procure and deliver PFI projects, and other forms of public private partnership. The 4ps is neutral and independent and is not one of the Local Authority's advisors [although the 4ps has a representative on the Project Team / Project Board]. Bidders are free to discuss this project with the 4ps executive, who may report Bidders views on aspects of the project to the Local Authority, either on an attributable or an anonymous basis, by agreement with the relevant Bidder. The Local Authority is not bound to act on any view expressed by the 4ps, either on its own behalf or on a Bidder's behalf.
