1.  Introduction

Following the detailed evaluation of Bidder's detailed solutions in response to the Invitation to Submit Detailed Solutions issued on [insert date], [insert name of Local Authority] ('Local Authority') has resolved to invite [two] organisations to submit refined solutions for the Social Care project before proceeding to close competitive dialogue and seek Final Tenders.

The objective of the Local Authority in inviting refined solutions is to allow Bidders the opportunity to enhance, fine-tune and clarify their original proposals and undertake additional due diligence work in order to produce comprehensive Bids in final form. The objective of having solutions in final form is so that the Local Authority can close competitive dialogue and call for Final Tenders before selecting a Preferred Bidder and achieve contractual and financial close in accordance with the Bid timetable set out in the ISDS Instructions and Guidance to Bidders [as amended by these Instructions].

This Invitation to Submit Refined Solutions (ISRS) sets out the Instructions and Guidance for preparing your refined solutions for the Social Care project to the Local Authority.

Terms defined in Appendix • of the ISDS Instructions and Guidance to Bidders issued on [insert date] will have the same meaning in these Instructions unless expressly provided otherwise.

These Instructions are deemed to incorporate the ISDS Instructions and Guidance to Bidders, as well as other correspondence previously issued, unless otherwise expressly mentioned in these Instructions.  The Instructions set out hereafter shall take precedence over any prior instruction that conflict.
