1  The Services Specification

2  Socio-economic groups within a catchment area and likely changes in such socio-economic groups, and the demographics of that area

3  Accessibility to the [Facility/Facilities] including its location, public transport to the [Facility/Facilities] and available car parking

4  The Authority's social and leisure policies

5  The Core Prices set out in the Authority's Pricing Requirements  (including the  size of the Target Communities and the Authority Protected Organisations who have the benefit of the Core Prices) and other prices charged for similar services within the Comparable Market

6  Competition or likely competition in the catchment area of the [Facility/Facilities]

7  [Current labour rates (allowing for any regional variations) for the time being applying within the Comparable Market]

8  [Cost variations in consumables and other materials used in the provision of the Services]

9  The age, specification and condition of the buildings comprising the [Facility/Facilities] (based upon the assumption that they are being maintained in accordance with the Services Specification)

10  [The cost of any changes in work methods necessary for conformity with Good Industry Practice or Legislation including the cost of consequential additional capital investment]

11  The terms and provisions of this Agreement, the Financing Agreements, the Leisure Contract and the Sub-Contracts affecting the Leisure Operator and the Interface Agreement and other agreements to which the Leisure Operator is a Party in relation to this Project

17  The provisions of the Sports and Leisure Activity Development Plans for the relevant Income Benchmarking Period and the [Contractors] [Leisure Operators] satisfactory performance of that Plan

18  Such other criteria or terms of reference as the Parties may agree (acting reasonably) when appointing and instructing the Benchmark Consultant
