13.11  Delay to Installation

Where the Authority has served notice pursuant to clause 13.8 and either the Service Provider agrees with the Authority's notification or a dispute is in progress, the relevant Apparatus shall not be treated as being installed for the purposes of this Contract (and no Certificate of Compliance shall be issued) until such date that it is agreed or determined that the relevant Apparatus is Compliant (subject to any Snagging Items).
