19.4  Excusing Cause

From the date twenty (20) Business Days after the meeting referred to in 19.3(b) until the earlier of:

(a)  the Authority obtaining the required access;

(b)  the parties agreeing an alternative location whereby access to third party land is no longer required;

(c)  an Authority Change is implemented in accordance the Change Protocol,

such failure shall constitute an Excusing Cause for the purposes of the Payment Mechanism.
