2.  Roles and Responsibilities

IUK as agent for HMT considers any proposed drafting changes to SoPC4 and any proposed HPP changes which, by their nature, could impact on SoPC core principles e.g. unusual or contentious matters. IUK's duty of care is owed to HMT.

The Department for Communities and Local Government (CLG) is responsible for Housing PFI governance.

The Homes and Communities Agency (HCA) is the Non-Departmental Public Body (NDPB) responsible for management of the delivery of the Housing PFI programme.

HCA will manage the derogations process on behalf of CLG and be the point of contact and communication with local authorities. The HCA will carry out the initial review of derogations requests and supporting narrative papers.

Derogations to SoPC4 and HPP must be approved by CLG/HCA as well as, as necessary, by IUK / HMT. This process will be co-ordinated by HCA.
