This is a model specification for the design and construction of a Sport and Leisure facility and the provision of services to the facility. It forms Schedule 1 of the Model Contract and is described as the Authority's Requirements.  It is divided into three parts.  

It is not a word-for-word template, and will need to be expanded and amended to reflect local requirements.  Every project will be different, and local authorities will need to consider whether each section is appropriate to their project or not.

It will form part of the tender documents but will need to be supplemented with further background information about the current facilities (if any proposed), the Scheme and the Authority's requirements/aspirations.  There will also need to be clear instructions to bidders detailing what information is required to be submitted as part of the bid.  None of this type of information should form part of the Authority's Requirements which should be an output based specification.

The design and construction standards specified will be reflected in the Availability Criteria which will form part of the payment mechanism.
