1.1 Authority Vision [Not a technical requirement]
The Authority requires the Contractor to design the Facility as welcoming places in which people can engage with sport and leisure supporting the development of active and healthy lifestyles.
The Contractor shall place great emphasis on the quality of design and a feeling of place that promotes a sense of inclusion and community ownership. [Successful design in these terms will be achieved by a high degree of fit between the requirements and the results; good design implies the achievement of results beyond the expectations of the Authority.]
The Authority requires a design that will inspire all who use the Facility day-to-day; one that will make a positive statement in the community. The Authority endorses the work that CABE (The Commission for Architecture and the Built Environment) as the champion for architecture in England, is undertaking to promote higher design standards in PFI. In this regard the Authority has engaged CABE to review and comment on designs and will therefore be considering proposals against criteria outlined by CABE.
The Contractor shall, through long term planning, innovation, and selection of materials and products, improve the quality of the Facility to the Users, keep maintenance and running costs to a minimum and minimise the level of defects/breakdowns.
The Contractor shall ensure that:
• where possible a separate entry shall be provided for deliveries, kitchen supplies, oil and fuel;
• public entry and exit points shall only be provided in areas that can be controlled and overlooked by members of staff; and
• to help improve security, the layout shall be designed to encourage neighbourliness, natural surveillance and self-policing and to create an environment that makes unauthorised access difficult.
