1.2 Guidelines
Without prejudice to clause 10.1 (Obligation to Carry Out) the Contractor shall ensure the Facility complies with the following guidance:
■ The Handbook of Sport and Recreational Building Design (Sport England Guidance);
■ "Achieving Quality in Authority PFI Building Projects" published by 4PS (Public Private Partnerships Programme 2001);
■ All Sport England design guidance notes and sports governing body standards applicable to the level of performance stipulated;
■ HSG 179, "The Management of Health and Safety in Swimming Pools";
■ ASA and Sport England guidance on swimming pools;
■ Access for disabled people (Sport England);
• Other
■ Health & Safety legislation, Health and Safety Executive Guidance, Approved Codes of Practice and HSC 1999/123;
■ Relevant British and European Standards and Codes of Practice.;
■ Chartered Institute of Building Services Engineers (CIBSE) publications and Institute of Electrical Engineers (IEE) publications;
■ Local Authority/highways/statutory services adoptable standards;
■ The Authority's reference document on sustainable development;
■ Treasury Taskforce Private Finance Technical Notes;
■ RNIB and RNID guidelines and audit assessment for use of the Facility by Service Users with impaired senses
■ CORGI ACS Accreditation;
■ Building Energy Codes and Technical Memoranda;
■ Trades suppliers, manufacturers, representative bodies Codes of Practice and recommendations of BRE Digests and Good Building Guides.
Hierarchy of Standards
Where there is any conflict between two or more standards, the higher standard shall be adopted, unless specifically agreed otherwise with the Authority.
Where materials, goods or appliances or workmanship standards are covered by more than one standard and/or recommendation, the higher or more stringent shall be adopted.
