4.19  Civil and Structural Engineering Requirements

(a)  General Requirements

The Contractor shall ensure that the design and construction of the civil and structural engineering elements of the Facility including (external works) meets the following criteria:

 be fully co-ordinated with the design of the building fabric, finishes, services, facades, internal walls, and existing Site features;

 include the design and construction of any secondary framing necessary for the support of plant, services, etc;

 provide adequate space for the distribution of utility services, while maintaining the finished floor levels and the floor to ceiling heights specified for each Zone.

(b)  Minimum Standards

 Building Structure Requirements

 The Contractor shall include, when needed, special screeds, raised or lowered floors, ceiling grid support grids and other such measures to allow for the installation of special equipment and associated services.

 The Contractor shall include, within its design, provision for removal, replacement and upgrading of installed plant, equipment, fixtures and fittings during the life of the Facility.

 Fire Resistance

 The Contractor shall provide fire protection to elements of structure where necessary to ensure fire ratings are in compliance with space use and form of construction.

 In determining fire protection measures, the Contractor shall take due consideration of the potential fire risk in accordance with the use as required by Legislation and Good Industry Practice.

 Loadings and structural flexibility shall comply with British Standards.

 Foundations shall be designed and installed to take into account:

 The loadings to be sustained;

 prevailing ground conditions;

 the effects of any settlement on new superstructure.

 adjacent foundations or structures;

 all existing features and engineering services below ground.

Structural movement joints shall be provided to suit the materials used, but shall not be located in Kitchens and food preparation areas;

Lateral stability bracing systems shall not obstruct or hinder leisure activities and shall not obscure the windows or doors.

(c)  Building Super Structure

The building envelope includes all external wall, façade and roof cladding elements associated with the Facility. The Contractor shall design the building envelope to provide a high quality enclosure to the accommodation and shall provide resistance to impact damage and intruder break-in.

It shall incorporate an external finish which is essentially self-cleaning and which presents a fair outside appearance irrespective of the frequency of maintenance.

Whilst selection of all materials and construction techniques is the responsibility of the Contractor, the key criteria must be satisfied:

(i)  all selected materials shall be compatible with each other;

(ii)  all selected materials shall be in accordance with the planning permissions obtained;

(iii)  the selected materials shall have a life expectancy in line with the criteria set out in this Output

Any cladding systems chosen for use on the Facility shall be designed and constructed to resist without detriment to the required performance or appearance, the action of the elements including, but not limited to, wind, rain, hail, snow, ice, solar radiation, temperature changes, moisture movement, structural movements, construction tolerances, thermal movements, the internal environment of the building and dead or imposed loads. The systems shall include the necessary provisions to enable regular cleaning of glazed elements and regular routine maintenance to take place, without disturbance to the activities within the Facility, in accordance with relevant Legislation and Guidance.

Vertical, oblique and lateral loadings from the external walls must be safely transmitted through the structure to the load bearing strata. When under maximum design stress, joints shall maintain full water exclusion properties and design appearance.

In addition to providing safe, aesthetically pleasing and durable structures, the structural design must enable the required clear spaces to be achieved with adequate provision of services taking into account maintenance and replacement during the operational life of the Facility. The design must consider construction methods and future maintenance and demolition of the structures and make provision for these to be carried out safely.16
