Requirement

General

 Utilities Services should be free from leaks; and

 Utilities Services should be maintained to deliver their specified capacity in compliance with the Facilities Requirements.

Water Systems

including:

a)  hot water systems; and

 continuously deliver water at the temperatures, quality criteria and flow rates defined in the Facilities Requirements;

 taps valves and other related fittings and fixtures function in compliance with the Facilities Requirements;

 all pipework and fittings shall be fastened securely to their intended points of anchorage;

 no drips or leaks of water from pipework taps valves and/or fittings;

 no leakage of waste and/or foul water and/or rain water;

 adequately insulated to minimise risk of bursts and/or collapse due to cold weather; and

 provide a safe and comfortable environment to Users.

b)  Cold water systems.

 continuous potable supply of water to all sanitary and domestic taps;

 there shall be no drips or leaks of water from pipework taps and valves; and

 adequately insulated to minimise risk of bursts and or collapse due to cold weather.

Heating Services

including:

 humidifiers heaters;

 ductwork;

 inlet/outlet grilles;

 cooling towers;

 boilers; and

 heat exchangers pumps.

 all heating services shall function as intended at the correct temperatures pressures and flow rates, voltages and frequency, quality and standards without undue noise or vibration;

 heating system shall be independently controlled and tamper proof;

 ductwork fittings and pipework shall be securely fastened to their intended points of anchorage;

 pipework for space hearting shall be separate and dedicated to delivering heating only;

 there shall be no leaks of water (or other heating cooling medium) or air from ventilation systems;

 secure with authorised access only; and

 free from corrosion and organic growth.

Ventilation Services

 air changes and ventilation levels as required to achieve the Availability Requirements;

 grilles are secured to points of anchorage and free from defects;

 grilles and vents are free from dirt and dust; and

 where installed extractor fans shall be checked to ensure device is securely installed and all fittings and controls are in place and operational complete with any safety mechanisms.

Electrical Services

including:

 power supply; and

 lighting.

 fuse elements or circuit breaker mechanisms in working order;

 no signs of excessive heating;

 standby emergency power source shall be operational secure and tested regularly;

 emergency lighting units to comply with BS5299 or equivalent, be free from dust operational and be fully charged;

 batteries and battery rooms shall be adequately ventilated free from acid leakage; batteries shall be topped up and fully charged;

 electrical installations to comply with BS 7671 or equivalent;

 shall be suitable for the environment in which installed;

 lightning conductor should be complete, isolated and comply with BS 6651 or equivalent;

 light environment shall comply with CIBSE design recommendations; and

 security and access requirements shall comply with NACOSS standards.

Gas Services

 gas systems are operated and maintained in accordance with current Gas Safety (Installation and Use) Regulations 1998;

 all inspections and maintenance are carried out by a competent person;

 all respective safety notifications and precautions are made and taken before commencement of any maintenance work; and

 all inspections are complete with requisite Safety Certificates.

Access

including:

Door Access Systems

 door entry systems are installed appropriately and secured to anchorage points complete with speaker phone systems from reception and other access control points shall be maintained in working order; and

ramps

 all walkways paths ramps to and from the Facility and any part of it shall be maintained free from debris uneven surfaces and complete with associated rail supports for Users.
