Service Requirements
3.1 The Authority shall prepare an update of the Authority Leisure Requirements and provide it to the Contractor no later than [ ] in each Contract Year after the [first] anniversary of the Services Availability Date.
3.2 The Authority shall be entitled to amend any part of the Authority Leisure Requirements provided that:
(a) any reduction to the Core Prices to below the Core Prices set out in the Authority Pricing Requirements as at the Commencement Date;
(b) any material change in the number (but not the type or identity) of Authority Protected Organisations;
(c) any material change in the number of Users included in the Participation Targets,
shall be deemed to be an Authority Change pursuant to the Change Procedures.29
3.3 The Contractor shall prepare an update of the Sports and Physical Activity Development Plan at the times specified in paragraph 4.1 of this Part B which shall ensure provision of a wide range of recreational opportunity for the Target Community including a balanced programme of courses, classes, pay-as-you play sessions, club block bookings, casual usage, education use and special events. The SPADP as a minimum shall include:
(a) a management philosophy that encourages participation by all Users and in particular the Target Community;
(b) a regular and planned review of the Programme of Use, taking into account User and non-User research (including any User Satisfaction Surveys);
(c) responsiveness to recreational trends to provide a dynamic and forward looking Leisure Service;
(d) a promotional strategy that keeps Users informed of the Sports Activities at the Facility and any planned changes;
(e) details of how optimum use of all available resources and facilities will be achieved;
(f) a process for monitoring usage levels through a systematic and reliable collection of management information, including take-up and profile of Users;
(g) an analysis of how the programmes of Sports Activities, as far as possible, will complement the programmes at other leisure centres and community sports provision in the area;
(h) a clear plan of action and strategy with objectives and time tables for achieving the Participation Targets;
(i) a strategy for meeting the needs of the Authority Protected Organisations and Target Community and maximising use by the Target Community;
(j) a plan for maximising Leisure Operator Income, whist taking into account Users' ability to pay;
(k) proposals for satisfying the need for:
• casual, public, school, club and elite use;
• swimming lessons and other supervised activities;
• exercise on prescription;
• personalised exercise training programmes and advice;
• competitive leagues and tournaments;
• holiday schemes for children and young people; and
(l) An overall strategy which encompasses national and local trends in sport and physical activity.
3.4 The Authority considers sports development to be an important tool in achieving greater usage in under-represented groups. In particular, the SPADP should demonstrate how the Contractor will encourage individuals and groups who may be disadvantaged in some way (whether or not a member of the Target Community) to take part in Sports Activities.
3.5 The SPADP shall set out how the Contractor will implement Sports Activities contributing to effective and sustainable improvements in community health and tackling health inequalities, increasing community safety, raising educational attainment and promoting social inclusion. The Contractor shall work in partnership with local and regional organisations including [insert organisations] to identify actions and agree priorities.
3.6 Programming of Sports Activities in the SPADP shall incorporate a clear philosophy on sports development and equity for Users informed by current guidance from the Authority and appropriate sports organisations including Sports Governing Bodies, Sport England and the English Federation for Disability Sport.
