18.  Performance Deductions

Performance Standards are categorised as either Zone or Non-Zone Performance Standards.

Each Performance Standard is allocated a Performance Standard Weighting ('PW') and where the failure can be attributed to a Zone the Zone Weighting ('ZW') is taken into account in the calculation.

The calculation is as follows:

PD1 = (UCn x PW x ZW x EC)     x R

Separate calculations are included for Non-Zone Performance Standards.

For most of these Standards failure is counted on a daily basis.  Where a standard is breached the Unitary Charge is multiplied by the Performance Weighting for that Standard (and divided by 365 days to give a daily amount).

Where the Standard relates to the achievement of annual agreed participation targets or the implementation of agreed plans, if the Service Provider has failed to implement the plans then a calculation based on the shortfall of numbers to the target is used.

Non-Zone Performance Standards do not have a containment or rectification time.
