19.  Performance Ratchet

Where failure of a Zone Performance Standard occurs in the same Zone nine times or more during a three month period then for subsequent occurrences there is no containment or rectification period.

The tenth and subsequent deductions are multiplied by a Ratchet ('R') of [two].
