Dates for Submission

Bidders are invited to submit proposals to the Local Authority by the [insert date], drawn up in accordance with Parts 3, 4 and 5 of these Instructions.  Bidders must submit a Standard Bid based on the services specified, to the required levels of performance and the risk allocation embodied in the Model Contract.  Variant Bids, within the parameters set out in Part 4, will only be accepted where a compliant Standard Bid has been submitted.

The Local Authority is keen to proceed with competitive dialogue as quickly as possible.  The Local Authority expects that it will hold competitive dialogue with the Bidders during the Bid preparation period, and that a period of progressively more detailed dialogue may be required following receipt of Bids.  The Local Authority expects to either enter in to further competitive dialogue and seek refined Bids, or to close competitive dialogue and seek Final Tenders on the basis of the Bids submitted, and Bidders should not assume that they will have the opportunity for fine-tuning their Bids or for further competitive dialogue on their Bids following the submission of Bids before Final Tenders are sought.

The Local Authority invites innovation from the Bidders in the formulation of their solutions for the [insert name of project], within the constraints set out in the ISDS documents.
