Part 4 - Explanation of Bids Required
This Part 4 provides Bidders with details of the form and content of Bids that are invited and the timetable and other administrative requirements for the Bid process. It sets out:
• The number and type of Bids which Bidders may make
• The minimum information requirements to be included in Bids.
This Part 4 also sets out the procedural requirements with which Bidders must comply when submitting Bids in order for their Bids to be considered by the Local Authority. The process has been structured in the way that it has in order to:
• Assist the Local Authority in choosing the Bid (or Bids) which will be most economically advantageous to the Local Authority having regard to the Local Authority's stated objectives
• Assist the Local Authority in determining whether the chosen Bid (or Bids) represents value for money
• To encourage Variant Bids which may be more economically advantageous for the Local Authority than Standard Bids
• To make clear the requirements with which Bidders must comply and the basis on which the Bids will be evaluated
• To maintain competitive dialogue throughout.
If a Bidder does not comply with any of the requirements contained in this Part 4, the Local Authority may (in its sole discretion) disqualify the Bid of that Bidder.
