Service Delivery and Technical Requirements
The Local Authority wants to encourage innovation by Bidders in the formulation of their proposals for the service.
The Output Specification (Schedule • in the Model Contract) sets out the Local Authority's requirements in relation to the [insert details of service or project]. The Output Specification makes reference to a number of Method Statements, which Bidders are required to submit as part of their Bids. These Method Statements fall into two categories:
• Contractual Service Delivery Proposals/ Method Statements - these will be assessed as part of the evaluation of Bids and the successful Bidder's proposals, when agreed following negotiation, will be incorporated into the PFI Contract and become contractually binding on both Parties. These Service Delivery Proposals/ Method Statements should therefore be written in a manner that allows them to be incorporated into the PFI Contract (and any drafting which is not intended to be incorporated in to the Contractual Service Delivery Proposals/ Method Statement should be clearly highlighted).
• Bid Service Delivery Proposals/ Method Statements - these will assessed as part of the evaluation of Bids but will not be incorporated into the PFI Contract.
The Service Delivery Proposals/ Method Statements required by the Local Authority for each Bid are as follows:
Bidders must submit a Service Delivery Proposal (Proposal) for the development and delivery of the leisure Facility to ensure that the Facility is delivered in accordance with the relevant standards set out in the Output Specification by the end of the proposed delivery programme.
