Bidders should explain how they intend to develop and finalise the design and specification of the Works to best meet the Authority's needs and to comply with the Review Procedure.

Bidders should ensure that the Proposal covers the following details, as a minimum:

•  the development of Project Co's proposals;

•  proposals for Reviewable Design Data;

•  how they will manage stakeholder requirements;

•  User group input;

•  sign off process; and

•  consents, permissions and approvals.
