Works Management
Bidders should provide a proposal for the general management of the Works ("Method Statement"). The Method Statement should:
• address, as a minimum, the issues highlighted in the Output Specification where these are not already covered in this Part One; and
• detail site-specific issues and not be confined to a generic statement.
The Proposals should deal with the following issues, as a minimum:
• a project organagram;
• key roles and responsibilities;
• a description of project management arrangements for the key phases of the Project, including commissioning and ready for use;
• client liaison, meetings and communication; and
• management of the design database and version control.
Bidders should provide details of their approach to monitoring progress and ensuring the Method Statement is maintained and adhered to, including:
• setting out the procedures (contractual or otherwise) which Bidders intend to adopt to manage progress and minimise the effects of any delay in the Works;
• an explanation of any reporting procedures in place for sub-contractors at all tiers to identify potential delays in delivery of the Works (whether they may be Relief Events or Compensation Events);
Procurement Strategy and Supply Chain Management
• Bidders should provide details of their intended procurement strategy for the facility.
• Bidders should provide details of how they intend to manage their supply chain for the PFI Works.
Bidders should identify key supply chain partners (Designers, CDM Coordinator, Key Subcontractors and Specialist Suppliers) and explain the benefits, which they provide to the Project.
