General Financial Information

Bidders must provide the following general financial information:

 A statement that the Bidder accepts the Payment Mechanism included in the Model Contract

 A letter from the Funders confirming that they have read and support the Bid, and have reviewed the financial model outputs

 A Financial Model, prepared in accordance with the guidance in Appendix 6 of these Instructions

 A certificate from a firm of Chartered Accountants or other suitably qualified professional confirming that the Financial Model operates in accordance with the stated assumptions

 A formal letter from Bidders' external auditors and tax advisors (not extracts) confirming that in their opinion the proposed tax treatment is valid and that any required accounting treatments underpinning the tax treatment would be within UK GAAP and FRS5

 Confirmation that the Bids (whether a Standard Bid or a Variant Bid) are likely to comply with the PFI criteria as published by the DCLG and HM Treasury

 Details of any guarantees which are required by any funder, and confirmation from the body providing the guarantee that they are prepared and able to fulfil the requirements

 An indication of how any refinancing benefits might be shared with the Local Authority.
