15.1 Overall Responsibility

The Service Provider shall and shall procure that the Construction Contractor shall, carry out the design (including the preparation of Design Data) construction, completion, commissioning and testing of the Works:

(a) so as to procure satisfaction of the Authority Construction Requirements;

(b) in accordance with the Service Provider Proposals;
