23.4  Compliance with Quality Plans

The Service Provider shall procure that the Project Operations are carried out in compliance with the Quality Plans.  All Quality Plans shall be submitted to the Authority Representative in accordance with the Review Procedure and the Service Provider shall not be entitled to implement or procure the implementation of any Quality Plan unless the Service Provider is entitled to proceed with such implementation pursuant to the Review Procedure.
