23.11 Conflict of obligations
In the event that any ambiguity, uncertainty, dispute or discrepancy arises in relation to the nature and scope of the Service Provider's obligations under this clause 23, wherever possible, the provisions of this clause 23 shall be interpreted and construed in such a manner as to resolve the apparent ambiguity, uncertainty, dispute or discrepancy so that all the provisions of this clause 23 may be given meaning and effect but, if such interpretation or construction is not possible, the provisions of this clause 23 shall be given meaning and effect in the following order of precedence (in descending order):
(a) the provisions and standards referred to in clause 23.2;
(b) the Quality Plans;
(c) the Authority Construction Requirements and/or the Service Specifications (as the case may be);
(d) the Service Provider Proposals and/or the Service Delivery Plans (as the case may be);
(e) the Service Provider's and/or each Sub-Contractor's quality manuals and procedures; and
