44.2  Authority's Right to refuse

Prior to any Third Party Use, the Service Provider shall submit a Third Party Use Proposal to the Authority who shall in good faith, consider the same.  Provided that the Authority may, in its absolute discretion, refuse to consent to the use of the Facility by any person or on any occasion, notwithstanding that income may be earned from such use.
