16  Tenant Improvements

On the basis that tenants are tenants of the Contractor or Housing Management Contractor and not the Authority, Tenant Improvement provisions need not be included in the Project Agreement.  This risk lies with the Contractor or the Housing Management Contractor as the landlord of the tenants. Accordingly clause 28.7 of the HPP and associated definitions can be deleted.
