29  Condition of the Properties (HPP Ref: Clause 23)

The definition of Handback Standard should be replaced with the following:

Handback Standard means the standard to which the [Dwellings/Common Parts/Apartment Blocks] are to be handed back to the Authority on the Expiry Date if the Authority exercises its Expiry Option as set out in the Output Specification;17

Clause 23.1 is to be amended by deleting clause 23.1.4 and replacing it with the following:

23.1.4  If the Authority exercises its Expiry Option, the Dwellings are handed back to the Authority in a condition complying with the Handback Standard.

17  Authorities should ensure that the handback standard set out in the Output Specification only requires the Dwellings and Common Parts to be maintained to the Expiry Date (and not beyond) and that the Unitary Charge is not funding cyclical/life cycle maintenance above SHG funded housing standards and/or cyclical/lifecycle maintenance towards the end of the contract designed to ensure that the Dwellings and Common Parts meet the standards of the Output Specification beyond the Expiry Date.
