Please note that Developing the OBC - Part 2, Model Document 19 (Planning Guidance) and the Indicative Risk Matrix are still being revised and are not currently available. Therefore, all references within this Guidance to those documents are subject to change.

Other than as stated above, it is not anticipated that there will be substantial re-amendment of the Guidance and Model documents, however, organisations and Local Authorities should be aware that the documents are subject to final review and approval by HCA, CLG and HMT.
