(3.3)  Affordability.

Payments should be shown alongside funding sources over the whole life of the contract (including also any interest earned on grant received in excess of that year's payments). The level of payments which the authority will have to meet itself (sometimes referred to as the "affordability gap") which this reveals must be accepted by members, senior management and budget holders. This should be done by reference to formal minutes. That commitment must take account of sensitivity analysis on factors likely to change.
