(6.1) Project Director.
The Project Director plays a key role in delivering the PFI/PPP project, and is therefore considered the most critical appointment to the project. The Project Director should be 'empowered' to do the deal, and the seniority of the person appointed will need to reflect the complexity of the project and the local authority's decision making structure. For most PFI projects, the Project Director will be supported by a Project Manager and a multi-disciplinary project team. Depending on the project and team, either the Project Director or Manager plans and allocates responsibilities for the project's tasks and development as part of the project methodology and takes day-to-day responsibility for leading and managing the development, procurement, execution and delivery of the project. They will be responsible for leading the discussions and 'competitive dialogue' with bidding consortia.
