2.7  Leaseholders

2.7.1  Where leaseholder units are included in a PFI Scheme, the council will be expected to make arrangements for the cost of works to the leaseholder properties to be recovered in line with the Housing PFI Procurement Pack Guidance.

2.7.2  The leaseholder costs do not qualify for PFI Credit, but will need to be taken account of in the overall UC and affordability analysis.

2.7.3  Any leaseholder costs that the council will be liable for should be included as a revenue cost in the model.
