3.2 Making Inputs
3.2.1 All input cells have been coloured pale yellow. The other cells in the Model have been protected to prevent the accidental overtyping of formulae or cell linkages. The blank areas on the worksheets have also been protected.
3.2.2 All input cells have been formatted such that they will automatically present raw numerical inputs as £000's, percentages, etc., where appropriate.
3.2.3 The majority of the input cells are included on worksheets 'I (Gen)' and 'I (Time)'. The only exception to this is the Treasury VfM guidance where the Authority is:
(a) Expected to provide appropriate narrative for their VfM assumptions on worksheet 'VfM (2)';
(b) Able to apply sensitivity multipliers that may be entered to run different VfM scenarios (see worksheet 'VfM (3)').
3.2.4 Finally, a set of "dummy" numbers have been included in the yellow cells on worksheets 'I (Gen)' and 'I (Time)' to give the user an impression of the kind of outputs generated. These are a based on a "9s" methodology, i.e. inputs are 9, 99, 999, etc. depending on the appropriate order of magnitude. This allows the User a straightforward method of checking that they have typed over all these inputs when they come to submit their completed version of the model.
