KEY RESPONSIBILITIES
1. To ensure that a Project programme is established and managed and that the work of the appropriate officers and advisors is carried out in accordance with the plan.
2. To manage and lead the work of the Project Team and advisers across the full range of their duties.
3. To advise the Project Board to ensure the successful delivery of the project objectives as determined by the Sponsor, Board and the Authority.
4. To manage and organise the competitive procurement process, arranging for the team to produce necessary documentation, to an agreed programme.
5. To arrange a programme of meetings with bidders, advisors, members and other stakeholders.
6. To conduct a fair process of bidding, appraisal and evaluation of bidders' responses up to and including the commencement of the concession period.
7. To ensure that good communication mechanisms exist between the Project and Stakeholders, including bidders, and are implemented within the Project both externally and internally to achieve the programme.
8. To ensure that adequate procedures are in place to monitor and control the costs, time and quality of the procurement process.
9. To establish a decision making process which allows for effective decisions to be made in an appropriate reasonable timeframe.
