CERTIFICATE AS TO NON-COLLUSIVE PREPARATION OF APPLICATIONS FOR SHORTLISTING FOR [CONTRACT] SERVICES TO [NAME] COUNCIL

I/we certify that this is a bone fide application, and that I/we have not fixed or adjusted the details contained in the responses quoted by, under or in accordance with any agreement of arrangement with any other person.

I/we also certify that I/we have not done and I/we undertake that I/we will not do at any time any of the following acts:

1  communicate to a person other than the Council the contents of my/our proposed application, except where the disclosure, in confidence, was necessary for the preparation of the application; or

2  enter into any agreement of arrangement with any other person that he/she shall refrain from applying for shortlisting or as to the content of any application to be submitted by him/her; or

3  offer or agree to pay or give any sum of money, inducement or valuable consideration directly or indirectly to any person for doing or having done or causing of having caused to be done in relation to this application or any other application or proposed application for the said work any act of the sort described above.

In this certificate, the word "person" includes any person or any body or association, corporate or unincorporate; and "any agreement or arrangement" includes any such transaction, formal or informal, and whether legally binding or not.
