Pre-qualification
In order to assist the Local Authority in assessing the extent to which Bidders have the appropriate qualities and resources available to meet the Local Authority's requirements, Bidders are requested to complete the PQQ attached, which has been prepared in accordance with the selection criteria set out in the Public Contracts Regulations 2006. Completed PQQs will be assessed by the Local Authority using the Evaluation Methodology included at Appendix A of the attached PQQ.
The Local Authority will be entitled to reject Bidders automatically if any of the relevant grounds set out in Regulation 23 of the Public Contracts Regulations 2006 apply to any Bidder or any member of the bidding consortium.
The Local Authority may also disqualify any Bidder who fails to:
1. provide a satisfactory response to any questions in the PQQ or inadequately or incorrectly completes any question; or
2. submit its completed PQQ before the deadline.
The Bidders who are not disqualified in accordance with the above grounds shall be evaluated on the following selection criteria, which take into account the economic and financial standing and the technical and professional ability of the Bidder and are in accordance with Regulations 24 to 26 of the Public Contracts Regulations 2006 (as amended from time to time).
