OJEU Contract Notice - [insert details]
This Pre-Qualification Questionnaire ('PQQ') has been issued by the Local Authority in connection with a competitive procurement conducted in accordance with the competitive dialogue procedure under the Public Contracts Regulations 2006.
This PQQ should be read in conjunction with the accompanying Descriptive Document, which provides Bidders with appropriate information about the Local Authority and the housing PFI project.
This PQQ sets out the information which is required by the Local Authority to enable it to assess the suitability of organisations that have responded to the OJEU contract notice in terms of their eligibility, economic and financial standing and technical and professional ability. The selection criteria will be a combination of both financial and non-financial factors and will be in accordance with Regulations 23 to 26 of the Public Contracts Regulations 2006.

The resources, range and depth of skills needed to provide the services to the Local Authority under this PFI project are such that it is thought likely that organisations may wish to collaborate to form a consortium, with a lead organisation or Special Purpose Vehicle ultimately contracting with the Local Authority. This does not preclude a single organisation offering all the resources and services. The Local Authority does not require any consortium to form a legal entity at this stage, although it will be required to do so prior to awarding any Contract. For the purposes of evaluating responses to this PQQ, the Local Authority needs information about each of the members of any proposed consortium ('consortium member') and their respective role(s) within the proposed consortium, and each proposed sub-contractor to any consortium member which will be contributing significantly to the services the Local Authority requires ('significant sub-contractor').
The term 'Relevant Organisation' in this Questionnaire refers to all consortium members and significant sub-contractors.
Collectively, each entity that wishes to bid (whether it is a single organisation or a consortium) is referred to as a 'Bidder'. The Bidder is responsible for ensuring that this PQQ is fully completed and the required information is provided.
