Evaluation arrangements

[Note: there is a growing body of case law on the transparency and disclosure requirements relating to the evaluation process. Local Authorities should seek their own legal advice on the steps they should take to satisfy these requirements. Local Authorities should identify in this section the high level award criteria, detailed sub-criteria and their weightings that the local authority will apply to the evaluation of bidder solutions throughout the competitive dialogue process. In this way, bidders know in advance the basis on which their solutions will be evaluated. The Public Contracts Regulations 2006 do allow Local Authorities to specify their weightings in a range, with a minimum and a maximum, if appropriate in view of the subject matter of the contract.

4ps consider that if any Local Authority believes it would be appropriate to specify weightings in a range, it should disclose in this section the actual weighting that it will apply to each criterion at each deselection stage (ISOS, ISDS, ISRS and CFT). The relative importance of the award criteria from one deselection stage to the next should not change with any such adjustment to the weightings.]
