INTRODUCTION
This paper sets out the proposed Invitation to Submit Outline Solutions ("ISOS") evaluation methodology for the Project.
The ISOS responses will be evaluated in accordance with the instructions set by the Authority in the OJEU and ISOS:
The answer to each question within the ISOS document can be assessed on the basis of the quality, quantity, deliverability and innovation of the response, and a score of 1-5 can be awarded, based on the criteria set out in the table below.

The Authority scores will be incorporated into the section evaluation form as set out, and a weighting will be applied to each question within a section.
The relevant weightings have been left blank, so that each Local Authority is able to weight the various questions and sections according to the needs of the Project.
Those bidders with the highest weighted overall score for the ISOS stage will be taken forward to the ISDS stage of the Project, where an ISDS document will be sent to the Bidder. It is anticipated that this would typically be three bidders, however it may be desirable to take four bidders forward.
