3.7  Security Objectives

The new designs should take every opportunity to design out crime (including anti-social behaviour) and the fear of crime.  In particular the following issues should be addressed as part of design proposals:

a)  Minimisation of opportunity to participate in anti-social behaviour, in particular taking preventative action through both design and management approaches; and

b)  The security of car parking areas.

Security and access for residents shall be carefully considered.  External doors, Apartment doors and internal secure doors shall all be operated via a single, non-key based, system.  Other doors, where required, shall be lockable from both sides, with staff holding a master key or other appropriate method of entering in case of emergency. Locking mechanisms shall be located above door handles13.
