4.2.1  All New Facilities

All new facilities must fully comply with:

a)  the requirements of the Planning Permission including resolution of planning conditions and obligations (including but not limited to s.106 obligations);

b)  The Building Regulations;

c)  Disability Discrimination Act 2005;

d)  Secured By Design certification. The Home Office. Certification is to be achieved prior to construction completion;

e)  Design and Quality Standards 2007.  All of the requirements within Annex II (General Recommendations) are to be met, achieving a minimum score of [60]26;

f)  Delivering Great Places to Live, Building for Life; and Evaluating Housing Proposals Step by Step.  CABE and Home Builders Federation. Rating "Good" (Silver) as a minimum; and

g)  BREEAM Multi-Residential. "[Very Good]" to apply as a minimum.

26  There are some categories that the Authority may not wish to pursue – notably the installation of domestic sprinklers.  Where the Authority determines that they would not wish the Contractor to provide installations that would attract scoring under the HQI Calculator, they many wish to permit the Contractor to claim the full score for such items by default, thereby reducing the risk of the Contractor pursing other items that may also offer limited value for money.  It is suggested that some sensitivity analysis is done on the HQI Calculator using the Authority's requirements so as to establish whether the requirement would be met without defaulting positive scores on excluded items.
