6  CERTIFICATION STANDARDS

In order for Full Services to commence in respect of an individual Zone, it must meet the Certification Standards as contained in Annex I.  [For the avoidance of doubt, the Authority is expecting that that certification will only take place on a whole site basis - partial certification will not be acceptable.]33

These standards ensure that:

a)  The design and construction requirements contained within section 4 of this Output Specification have been attained.  

b)  The standards of workmanship and materials used are in accordance with section 5 of this Output Specification.

c)  The quality standards set out in the Contractors Proposals in Schedule [ ] of the Project Agreement have been attained.

d)  The Availability Standards contained within section 7 of this Output Specification have been met.

33  The Authority may wish to consider this on very large sites.  If phased handovers is considered acceptable, then the Authority must be clear as to the level of communal accommodation they would expect to form part of any initial certification phase, and the minimum sizes of any initial phases in terms of apartments to ensure the scheme operates at a viable level.
