8  SCHEME MANAGEMENT SERVICES (SMS)

This section contains a summary commentary on the principles and interpretation of the SMS, which contain all of the performance-based services required for the duration of the PFI project.  The detailed SMS are contained within Annex III to this Output Specification.  Where conflict arises between this Section 8 commentary and Annex III, it is the latter that takes precedence.
