8.5.3  Scope and Performance Requirements

The Contractor will be responsible for the design, testing and subsequent amendment and practise of emergency procedures for each site.  As it is the care staff who will provide the 24/7 on-site presence, it is they who will be responsible for the execution of the plans in a real event, albeit with appropriate support and assistance from the Contractor in the event that operatives are on site.

Emergency planning needs to cover two separate eventualities:

a)  Evacuation; or

b)  External threats.
