8.6.3  Energy Management Services

The Contractor shall have a comprehensive strategy that ensures all aspects of energy and natural resources are used efficiently over the full life of the project.

The Contractor will:

a)  Develop an EMS for the project, including any site specific variables, and implement it.  This will be made available for immediate inspection upon reasonable request.  It will be reviewed on a minimum annual basis, with a fundamental review at no greater duration than biennially.  Reviews are to be reported with both achievements, failings and recommendations for improvement noted, including the results of energy management initiatives implemented;

b)  Develop and implement energy management initiatives to improve building performance.  These shall link into the EMS reviews;

c)  Develop and manage initiatives to reduce the impact of operations on the environment.  These shall link into the EMS reviews;

d)  Negotiate agreements with utility providers to deliver the service requirements in the most cost effective fashion;

e)  Make payment of bills to the utility providers.  Where appropriate, costs are to be recovered via service charges to residents; and

f)  Record consumption levels and where significant divergence from projected levels is noted, investigate causes for such divergence.
