4.6.6 Other Matters27
The Contractor should comply with the following requirements in respect of their design and construction and refurbishment proposals:
a) Service Installations Generally
Pipe work, cables and equipment shall be accessible for maintenance but, wherever possible, hidden from view and made tamper proof. Operational set points and maintenance records shall be kept and be accessible to the Contractors staff.
Service installations shall incorporate automatic fault alarm facilities.
b) Heating Systems
The heating system is to provide the desired inside temperature for occupied spaces; operate under part occupancy; minimise fuel consumption; minimise environmental impact; and be safe taking due regard to the nature of the occupancy. Individual room thermostatic control shall be provided via Thermostatic Radiator Valves to each occupiable room, which will be accessible to both wheelchair users and people with mobility/dexterity difficulties.
All pipe work shall be frost protected to ensure that all circuits receive circulated water.
Excessive vertical temperature gradients shall be avoided during the heating season.
c) Ventilation
Wherever possible, natural ventilation shall be utilised to prevent condensation. Closeable trickle ventilation should be provided.
Additional mechanical ventilation should be provided to kitchens and bathrooms. [Mechanical systems should incorporate heat recovery].
Measures should be taken to control solar glare wherever appropriate.
d) Security28
i. All external doors (which for the avoidance of doubt includes any doors to individual flats accessed via an internal communal area), together with their fittings and ironmongery, must be selected and installed to provide a security rating to BS5750/PAS24.
ii. All external doors to Dwelling Blocks shall be fitted with automatic closers set to ensure that doors return to their secure closed state after use. Designs should take account of inclement weather such as strong winds, and the difficulties users may experience in their operation.
iii. An [audio/audio visual] entry phone system is required for residents to monitor visitors and provide access into the building. Where access control is installed, an access reader will be provided for authorised non-visitor access.
e) Fire
A fire alarm incorporating automatic fire and smoke detection and emergency lighting is to be installed and maintained to all communal areas to Dwelling Blocks. The Contractor shall liaise with the appropriate authorities to determine an appropriate fire protection regime, and obtain any necessary certifications for each Dwelling Block.
f) Water
New water installations shall include water saving measures, including:
i. Dual flush 6/4 litre WC facilities;
ii. 8 litres/min showers;
iii. 140 litre capacity baths; and
iv. restricted flow 1.7 litres/min taps.
Appropriate provisions for ensuring precautions against scaling are to be introduced. Where the composition of water supplies may give rise to excessive lime scale deposition, manufacturer's recommendations as to the protective measures necessary to prevent the shortening of the operating life of equipment must be followed.
All dwellings should have a water butt installed.
g) Gas
All gas installations shall comply with the requirements of British Gas and the local supply utility, and be carried out by a Contractor approved on the Gas Safe Register.
h) Lifts
Lifts are to be wheel chair/electric buggy accessible with convenient controls for users with sight and/or hearing impediments.
Temporary lift car padding is to be made available during removals.
i) Electrical systems
i. All electrical installations shall comply with the requirements of the current edition of the "Regulations for the Electrical Equipment in Buildings" with all current amendments, issued by the Institution of Electrical Engineers (hereinafter referred to as IEE Regulations). The installations shall also conform to the requirements of the local electricity supply utility.
ii. External lighting is to be installed for security purposes wherever recommendations exist from the Loss Prevention Authority and/or Police. All external lighting fittings are to be selected to minimise lighting pollution to the sky, and neighbouring properties.
iii. Electrical Layouts should be planned to account for the nature and occupancy of the individual rooms and with a focus on minimising the use of extension cables or similar.
iv. The use of energy efficient lamps should be as standard.
v. Wherever appropriate, automatic lighting controls shall be used in all communal areas to Dwelling Blocks.
j) Green Energy
As part of the Authority's ongoing commitment to excellence in this area, the Contractor is expected to meet a minimum of [10]% of the energy and natural resources consumption for the new developments from renewable sources.
k) Lightning Protection
All necessary measures to protect structures from lightning strikes should be incorporated.
l) Induction Loops29
An induction loop is to be installed within the Housing Office.
m) Television Reception and ICT Connectivity
Within Dwelling Blocks, individual residents' apartments shall be equipped to receive digital television and radio, including satellite and /or cable and shall have a telephone point suitable for dual use as a computer connection point.
All individual Dwellings should have a television aerial point to the main living area and a computer connection point.
n) Snags
All new constructions (including those carried out as part of a refurbishment process) should be free from material snags and defects prior to acceptance.
