7.2.13  Energy Efficiency

The minimum SAP rating for each refurbished Dwelling (excluding Common Parts and Garages) must be [70]39.

In addition to the initial construction of new Dwellings meeting the Code for Sustainable Homes (see 4.6.2b)) standards, they must subsequently be maintained at a SAP rating of [80].

SAP calculations will be undertaken in accordance with the SAP 2005 Edition (as required by Part L of the Building Regulations introduced in April 2006).

39 This level should be set with reference to the Authority stock and what might be achievable in value for money terms.  In some instances, Authorities have set a lower minimum level for an individual property, and introduced a further standard that requires a higher SAP rating as an average across all of the Dwellings in the project.
